The Money Advice and Budgeting Service (MABS) provide assistance to people who need help and advice in coping with debt problems. The service provided is free, confidential and independent.

There are 53 independent MABS companies nationwide including a national development company, MABSndl, which was established in 2004 to support and develop the Money Advice and Budgeting Service.

Business Situation

The Department of Social Protection designated MABS as the body responsible for approved intermediaries under the Personal Insolvency Act, 2012. MABSndl, the national development company for MABS, has established an Approved Intermediary Service Transition Unit (AISTU) for the development and support of MABS approved intermediaries.

A system was required for the Approved Intermediary Service Transition Unit to consist of a facility for the creation of appointments by MABS users between members of the public and approved intermediaries, the tracking and updating of those appointments and an administration area where the system can be managed by authorised users. The system should also produce KPI reports for management reporting.

Solution

Engine Solutions provided the full project lifecycle, from requirements gathering and a detailed design stage, to the solution build and ongoing support and maintenance.

Detailed requirements gathering sessions were held with key users and the project champion, where high level requirements were elicited and documented. These requirements were translated into a functional specification document which provided a blueprint for the development team.

Once the implementation of the system had been completed, a formal user acceptance testing phase would ensure the quality of the solution, providing a solid base for the deployment of the system and training of the users in advance of the system go-live.

Results

The MABS successfully began taking appointments from members of the public on time, once the necessarily legislation (Personal Insolvency Act) had come into force. The new system fully supports the appointment process, which is provided though an easy to use interface, by a system with security and reliability at its core.

The system is accessible throughout the country by the full network of MABS offices. Management reports are available at regional and national level, providing accurate and up to date management information to inform business decisions.
